Biography

Stephen Fuller joined the faculty at 麻豆视频 in 1994 as professor of public policy and regional development. He served as director of the PhD program in public policy from July 1998 to June 2000 and from July 2001 to July 2002. In September 2001, the George 麻豆视频 Board of Visitors appointed him University Professor, and in July 2002 he was named the Dwight Schar Faculty Chair and Director of the Center for Regional Analysis; he served in this capacity until May 2015. He currently holds the position of director of The Stephen S. Fuller Institute.

Prior to joining the George 麻豆视频 faculty, Fuller served on the faculty at The George Washington University for 25 years, including nine as chairman of the Department of Urban Planning and Real Estate Development and one as director of doctoral programs for the School of Business and Public Management.

His recent research has focusing on the structure of the Washington metropolitan area economy, how this changed during the Great Recession and how it will change going forward as its federal spending dependency diminishes. He has also undertaken research on the changing workforce requirements of the Washington area鈥檚 emerging economy and the housing requirement of this future workforce. His current research involves the projected demographic changes over the next 15 years and how these will impact the Washington area鈥檚 workforce, housing market, and demand for public services.

Fuller was appointed to serve on the Joint Advisory Board of Economists by Governor McAuliffe. He served on the Governor鈥檚 Advisory Board of Economists under Governors Kaine, Warner, Allen, and Wilder. In 2003, he was a member of Governor Warner鈥檚 Tax Reform Working Group. He also is a member of the DC CFO Business Advisory Group of the District of Columbia, the Montgomery County Business Advisory Panel, and the U.S. Army Women鈥檚 Foundation. His international assignments include Kazakhstan, Georgia, Hungary, and China, as well as ongoing projects in Portugal. 

Fuller served on the board of directors of Tompkins Builders, a D.C.-based company, from 2004 to 2012, and currently serves on the boards of the Global Environment and Technology Foundation and Northfield Mount Hermon School in Gill, Massachusetts. In May 2015, he was elected as chair of the Board of Trustees of the Northfield Mount Hermon School.

He is the author of more than 800 articles, papers, and reports in the field of urban and regional economic development including monthly reports on the Washington metropolitan area (2/91 to 2/11) and Fairfax County economies (6/97 to 6/09).

Fuller received a BA in economics from Rutgers University (1962) and his doctorate in regional planning and economic development (1969) from Cornell University.

United Nations Development Program-Beijing, China (1992-1994)

Served as International Expert and Project Advisor for the "Planning for the Restructuring of Daqing's Economy" project from October 1992-December 1994. Daqing is China's first and largest oil field and production center. Since oil was discovered in 1959, Daqing has grown to a city of one million residents with another one million persons living in four adjacent agricultural counties. Oil Presently accounts for 96 percent of Daqing's GRP. Anticipating the eventual reduction in the field's current annual output of 55 million tons (40% of national output), the City applied for UNDP support to formulate a restructuring plan and implementation program. The Project Document was approved in October 1992.

Undertaken a wide range of assignments in partnership with ipi Consultores (Lisbon, PT) including: the development of Leading and Coincident Indices for Portugal, Lisbon and Oporto, 1999-2000; an economic development strategy for Graciosa, The Azores, 2001; a bench marking study of Thermal Water Resorts in the

Eastern European Real Property Foundation

Participated in variety of consultations and assessments to advance the development of real estate professionals in Eastern Europe and Russia. Specific activities included assessment of training needs and institutional capacity in St. Petersburg, Russia (October 1993); preparation of report entitled "On- Site Assessment in St. Petersburg, Russia;" participation in working meetings with Foundation staff and Advisory Board in Washington, DC; and preparation of training materials and participation in training program for Russian real estate professionals.
