The event was hosted by the U.S. Helsinki Commission, a bipartisan body bringing together members of both the House of Representatives and the Senate. In recent years, the commission has been a leading voice in shaping U.S. policy toward Georgia, particularly following the country’s political crisis triggered by the disputed parliamentary elections of 2024.</span></p> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/2026-03/olesya-vartanyan-450-2024.jpg" width="450" height="450" alt="Olesya Vartanyan smiling, wearing professional attire" loading="lazy"> </div> </div> <figcaption>Olesya Vartanyan. Photo provided</figcaption> </figure> <p>Vartanyan was invited to share her assessment of developments in Georgia and to outline possible pathways toward resolving the protracted political standoff. Her long-standing work on conflict dynamics, negotiation processes, and crisis management in the region formed the basis of her recommendations.</p> <p>This was not her first engagement with the U.S. Congress. In 2020, she testified before the House Foreign Affairs Committee on the situation in Georgia’s conflict regions, which remain disputed territories following multiple wars involving Russia. In 2024, she also briefed members of Congress on developments between Armenia and Azerbaijan after renewed cycles of violence in their decades-long conflict.</p> <p>Her most recent appearance came at a particularly sensitive moment. More than a year into Georgia’s political crisis, tensions remain high between the ruling authorities and opposition forces. The Georgian leadership has sought to reset relations with the current U.S. administration, amid ongoing international concerns regarding the 2024 election results in Georgia, the detention of opposition figures, and the adoption of restrictive legislation affecting civil society. At the same time, the European Union has signaled the possibility of additional measures in response to democratic backsliding.</p> <figure role="group" class="align-left"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/2026-03/olesya-vartanyan-congressional-hearing-450x251-2024.jpg" width="450" height="251" alt="Olesya Vartanyan seated at a desk in the U.S. Congress giving testimony" loading="lazy"> </div> </div> <figcaption>Olesya Vartanyan testifying before a hearing of Helsinki Commission leadership from the House and Senate in 2024.</figcaption> </figure> <p>The congressional event also took place against a broader geopolitical backdrop. The United States has shown increased interest in expanding trade and transport connectivity between Central Asia and Europe through the South Caucasus. Following U.S.-facilitated diplomatic efforts between Armenia and Azerbaijan in 2025, Washington has emphasized regional stability as a strategic priority.</p> <p>In her remarks, Vartanyan structured her recommendations around three core lessons drawn from Georgia’s own political history. She argued that any sustainable reset in U.S.-Georgia relations must be grounded in a genuine political settlement inside the country. She outlined a roadmap centered on inclusive dialogue, compromise across political divides, and a longer-term vision for institutional reform.&nbsp;</p> <p>“No process will succeed without a real prospect of equal access to power for all political groups,” she stated, arguing that technical reforms alone are insufficient if political actors do not believe that power can change hands peacefully. The process, she suggested, should include elements of transitional justice as well as political agreements capable of restoring public trust.</p> <p>The United States, she noted, remains uniquely positioned to encourage meaningful dialogue. “No process can succeed without a strong external guarantor,” she said, referencing earlier moments when international mediation helped overcome political stalemate in Georgia.&nbsp;</p> <p>She also cautioned that U.S. sanctions should be used strategically and paired with diplomacy. &nbsp;Drawing on comparative experience, she observed that punitive measures are most effective when complemented by political engagement; absent diplomatic follow-up, they risk entrenching positions and increasing pressure on vulnerable groups within society.</p> <p>Linking domestic reform to international strategy, Vartanyan warned that “without meaningful contribution to a political resolution, no reset in U.S.–Georgia relations will be sustainable.” If the structural roots of the crisis remain unaddressed, she argued, Georgia risks entering repeated cycles of instability, with consequences for its sovereignty and for broader regional security.</p> <p>The briefing attracted considerable attention both in Georgia and among policymakers in the United States and Europe. Broadcast live, it was followed by viewers in Georgia despite the late hour. Local media outlets widely reported on the discussion, and transcripts of Vartanyan’s remarks circulated in both English and Georgian. Commentators across the political spectrum described the proposals as a structured and actionable roadmap for beginning a credible political process.</p> <p>Although Georgia’s political crisis remains unresolved, the congressional exchange reinforced the central message of her intervention: that stability cannot be achieved through tactical resets alone. By linking domestic political reform to broader regional and strategic considerations, Vartanyan’s remarks positioned crisis resolution not as a concession to one side, but as a prerequisite for Georgia’s long-term resilience and for effective U.S. engagement in the South Caucasus. At a moment of heightened polarization, her intervention introduced a policy framework that moved the discussion from managing crisis to resolving it.</p> </div> </div> </div> </div> <div class="layout__region region-second"> <div data-block-plugin-id="inline_block:news_list" data-inline-block-uuid="43278a07-1584-487b-833c-940a932a139c" class="block block-layout-builder block-inline-blocknews-list"> <h2>Carter School News</h2> <div class="views-element-container"><div class="view view-news view-id-news view-display-id-block_1 js-view-dom-id-c72b00d6d5af56d2e98bf55b0334547ef35df975b3574c946996c4c2534624b1"> <div class="view-content"> <div class="news-list-wrapper"> <ul class="news-list"> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-03/phd-student-olesya-vartanyan-briefs-us-congress-political-situation-georgia" hreflang="en">PhD student Olesya Vartanyan briefs U.S. Congress on the political situation in Georgia</a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">March 4, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-02/carter-school-welcomes-walk-peace-northern-virginia" hreflang="en">Carter School welcomes Walk for Peace to Northern Virginia </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">February 18, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2025-12/study-abroad-influenced-graduating-seniors-worldview" hreflang="en">Study abroad influenced this graduating senior’s worldview </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">December 2, 2025</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2025-07/where-elements-meet-glow-unity" hreflang="en">Where Elements Meet: The Glow of Unity</a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">July 1, 2025</div></div></li> </ul> </div> </div> </div> </div> </div> </div> </div> <div class="layout layout--gmu layout--twocol-section layout--twocol-section--30-70"> <div class="layout__region region-first"> <div data-block-plugin-id="field_block:node:news_release:field_content_topics" class="block block-layout-builder block-field-blocknodenews-releasefield-content-topics"> <h2>Topics</h2> <div class="field field--name-field-content-topics field--type-entity-reference field--label-visually_hidden"> <div class="field__label visually-hidden">Topics</div> <div class="field__items"> <div class="field__item"><a href="/taxonomy/term/2971" hreflang="en">Carter School for Peace and Conflict Resolution</a></div> <div class="field__item"><a href="/taxonomy/term/21086" hreflang="en">Carter School News</a></div> <div class="field__item"><a href="/taxonomy/term/17311" hreflang="en">Congress</a></div> <div class="field__item"><a href="/taxonomy/term/1941" hreflang="en">congressional briefings</a></div> <div class="field__item"><a href="/taxonomy/term/436" hreflang="en">doctoral students</a></div> <div class="field__item"><a href="/taxonomy/term/336" hreflang="en">Students</a></div> </div> </div> </div> </div> <div> </div> </div> Wed, 04 Mar 2026 19:53:11 +0000 Paul Snodgrass 345631 at Honors College student leads with purpose, passion, and a global vision /news/2026-02/honors-college-student-leads-purpose-passion-and-global-vision <span>Honors College student leads with purpose, passion, and a global vision </span> <span><span>Katarina Benson</span></span> <span><time datetime="2026-02-25T15:04:36-05:00" title="Wednesday, February 25, 2026 - 15:04">Wed, 02/25/2026 - 15:04</time> </span> <div class="layout layout--gmu layout--twocol-section layout--twocol-section--70-30"> <div class="layout__region region-first"> <div data-block-plugin-id="field_block:node:news_release:body" class="block block-layout-builder block-field-blocknodenews-releasebody"> <div class="field field--name-body field--type-text-with-summary field--label-visually_hidden"> <div class="field__label visually-hidden">Body</div> <div class="field__item"><p class="Paragraph SCXW106638446 BCX0"><span class="TextRun SCXW106638446 BCX0 NormalTextRun intro-text" lang="EN-US">Honors College student Marisa Parikh embodies the drive, curiosity, and global mindset that define 鶹Ƶ students. the way Baltimore’s youth see themselves—shaping them into peacemakers through long-term relationships, hands-on education, and a community-wide commitment to nonviolence. Her work is a testament to the enduring connection between academic training and grassroots action.</span></p> <p><span>When Rajeh first arrived at George 鶹Ƶ in 2008 as a graduate student, she was already deeply rooted in the work of peacebuilding. She had just cofounded a peace camp in East Baltimore while serving as a Jesuit volunteer there. The Carter School for Peace and Conflict Resolution had long been on her radar as a place to deepen her understanding of conflict resolution and community-based change.</span></p> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/small_content_image/public/2025-08/img_2321.jpeg?itok=1oIgR1e6" width="350" height="340" loading="lazy"> </div> </div> <figcaption>Nawal Rajeh with a peace camp participant. Photo provided&nbsp;</figcaption> </figure> <p><span>After earning her master’s, Rajeh cofounded the nonprofit </span><a href="https://bypeacefulmeans.org/"><span>By Peaceful Means</span></a><span>, which focuses on youth empowerment, peace education, and employment opportunities for young people. This year marked the organization’s 19th Peace Camp, a free program serving children ages 5–13, with opportunities for former campers to return as junior and senior counselors well into their 20s.</span></p> <p><span>"We see the children’s growth in social, emotional, and conflict skills, and they’re building their own identities as peacemakers,” she said. “Some have been with us since the very first year, and now their own children are campers.”</span></p> <p><span>Rajeh says her Carter School experience is inseparable from the evolution of her work. “I had a background as a community organizer before I came to the Carter School. Blending that with what I learned here made me feel that being in a community long-term and doing peace work was the way to go,” she explains.</span></p> <p><span>Courses on peace education and exposure to different grassroots models have shaped everything from the camp’s curriculum to how the team measures impact year after year.</span></p> <p><span>Her efforts extend beyond the camp. Partnering with Carter School faculty on the Baltimore Peacebuilding Project, Rajeh interviewed more than 20 local organizations working on violence intervention and peace education and later convened a Peace Summit, which brought these groups together to share current work, identify gaps, and explore collaborations. Much like cities map crime statistics by neighborhood, summit participants mapped Baltimore’s peacebuilding efforts.</span></p> <p><span>“One participant runs eight Safe Streets sites, and all of them had zero homicides up to that point in the year,” Rajeh said. “It’s incredible—and it’s the kind of work you don’t hear about on the news.”</span></p> <p><span>More than 90% of By Peaceful Means’ funding comes from individual donors, underscoring the deep community trust and investment in their mission. For Rajeh, the most meaningful moments come when former campers share how the program shaped them. One young woman, who faced repeated school suspensions in her early years, told Rajeh as a college senior that Peace Camp gave her the skills, confidence, and support network she needed to chart a different path.</span></p> <p><span>“This whole community has been built around Peace Camp,” Rajeh says. “It’s cocreated by all of us. It’s like its own peace ecosystem now, and people feel like they have family here.”</span></p> <p><span>For current students and aspiring peacebuilders, Rajeh’s advice is simple: “Seek out who’s already doing the work. Be humble and open to learning from the community—not just about its challenges, but about its wisdom and strengths. Build relationships and truly become part of the community.”</span></p> <p><span>Reflecting on her George 鶹Ƶ roots, Rajeh says, “There’s a kind of wonder in being part of this network of changemakers, scholars, and peacebuilders, all connected by the thread of the Carter School. It’s like belonging to an invisible community — I may not know everyone, but the connection makes anything feel possible.”</span></p> </div> </div> </div> </div> <div class="layout__region region-second"> <div data-block-plugin-id="inline_block:call_to_action" data-inline-block-uuid="fe702b61-77a8-4f08-9a61-439cc9e4c28c"> <div class="cta"> <a class="cta__link" href="https://carterschool.gmu.edu/"> <p class="cta__title">Connect with the Carter School <i class="fas fa-arrow-circle-right"></i> </p> <span class="cta__icon"></span> </a> </div> </div> <div data-block-plugin-id="inline_block:news_list" data-inline-block-uuid="e9b54a09-dde8-4302-b19a-f5f8f92ea315" class="block block-layout-builder block-inline-blocknews-list"> <h2>Related News</h2> <div class="views-element-container"><div class="view view-news view-id-news view-display-id-block_1 js-view-dom-id-6e5465dd9ab45dcd3124948d62d42296ac932161556568e386a0182812fa3427"> <div class="view-content"> <div class="news-list-wrapper"> <ul class="news-list"> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-03/phd-student-olesya-vartanyan-briefs-us-congress-political-situation-georgia" hreflang="en">PhD student Olesya Vartanyan briefs U.S. Congress on the political situation in Georgia</a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">March 4, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-02/honors-college-student-leads-purpose-passion-and-global-vision" hreflang="en">Honors College student leads with purpose, passion, and a global vision </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">February 25, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-02/carter-school-welcomes-walk-peace-northern-virginia" hreflang="en">Carter School welcomes Walk for Peace to Northern Virginia </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">February 18, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2026-01/george-mason-faculty-and-students-host-inaugural-qualitative-research-day" hreflang="en">George 鶹Ƶ faculty and students host inaugural Qualitative Research Day </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">January 21, 2026</div></div></li> <li class="news-item"><div class="views-field views-field-title"><span class="field-content"><a href="/news/2025-12/study-abroad-influenced-graduating-seniors-worldview" hreflang="en">Study abroad influenced this graduating senior’s worldview </a></span></div><div class="views-field views-field-field-publish-date"><div class="field-content">December 2, 2025</div></div></li> </ul> </div> </div> </div> </div> </div> <div data-block-plugin-id="inline_block:text" data-inline-block-uuid="5fe474ee-7d4b-4d78-a876-0c9f7d7818a4" class="block block-layout-builder block-inline-blocktext"> <div class="field field--name-body field--type-text-with-summary field--label-hidden field__item"><hr> <p>&nbsp;</p> <p><em>This content appears in the Winter 2026 print edition of the 鶹Ƶ Spirit Magazine with the title "Nurturing the next generation of peacemakers."</em></p> </div> </div> <div data-block-plugin-id="inline_block:call_to_action" data-inline-block-uuid="bd682673-120a-4937-912a-7787cf91e1de"> <div class="cta"> <a class="cta__link" href="/spirit-magazine"> <p class="cta__title">More from 鶹Ƶ Spirit Magazine <i class="fas fa-arrow-circle-right"></i> </p> <span class="cta__icon"></span> </a> </div> </div> </div> </div> Thu, 21 Aug 2025 16:26:45 +0000 Katarina Benson 342846 at Preventing gun violence in Baltimore before it begins /news/2025-08/preventing-gun-violence-baltimore-it-begins <span>Preventing gun violence in Baltimore before it begins </span> <span><span>Katarina Benson</span></span> <span><time datetime="2025-08-20T16:35:55-04:00" title="Wednesday, August 20, 2025 - 16:35">Wed, 08/20/2025 - 16:35</time> </span> <div class="layout layout--gmu layout--twocol-section layout--twocol-section--70-30"> <div class="layout__region region-first"> <div data-block-plugin-id="field_block:node:news_release:body" class="block block-layout-builder block-field-blocknodenews-releasebody"> <div class="field field--name-body field--type-text-with-summary field--label-visually_hidden"> <div class="field__label visually-hidden">Body</div> <div class="field__item"><p class="Paragraph SCXW235795670 BCX0"><span class="TextRun SCXW235795670 BCX0 NormalTextRun intro-text" lang="EN-US">Maryland ranks among the top 10 states with the highest rates of gun-related killings. What should we abandon? And, what needs to be creatively invented afresh?</p> <p>A high-level dialogue focused on rethinking the purpose and design of higher education in light of rapid global change, Özerdem emphasized that in an era marked by political volatility and deepening societal divisions, higher education institutions must rise to the challenge of becoming credible and reliable partners to the public.&nbsp;</p> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/medium/public/2025-07/dsc00799.jpg?itok=D83HRIA1" width="560" height="385" alt="Dean Ozerdem sitting at a table speaking to colleagues at the UN" loading="lazy"> </div> </div> <figcaption>Dean Özerdem with colleagues at UN Sustainable Development Goal Hub meeting. As articulated in the group’s consensus statement, “Higher education institutions can demonstrate responsible leadership that anticipates and addresses long-term individual and collective readiness for economic, environmental, and social challenges—including climate resilience, peacebuilding, and community impact.”</p> <p>The SDG16 Hub is a global initiative that brings together universities, scholars, and students to advance more peaceful, just, and inclusive societies.
