George �鶹��Ƶ receives key investments from state budget for affordability, operations, veterans’ support, business development and employee compensation Katarina Benson Wed, 05/28/2025 - 13:21

The state budget, signed by Gov. Glenn Youngkin on May 2, represents the Commonwealth of Virginia’s continued investment in �鶹��Ƶ as the state’s leading university for access, innovation and upward mobility. The funding goes into effect July 1, 2025.

Support for Students

The university received $7,432,000 to maintain affordability and $1,984,000 in financial aid assistance. On May 1, George �鶹��Ƶ’s Board of Visitors (BOV) voted to keep tuition costs flat for in-state students, in recognition of the university’s commitment to being an affordable option for students and families across the commonwealth. At the same meeting, the BOV approved a tuition increase for out-of-state students as well as an increase in mandatory student fees for all students.

The budget also includes an additional $3 million in operating support.

“[Senate] Chairwoman Louise Lucas, [House] Chairman Luke Torian, and the committee membership have many demands on their time and resources, and we work to ensure they see the return on investment coming from George �鶹��Ƶ back to the commonwealth,” said Lauren Posey.

Senators Barbara Favola, Dave Marsden, Jeremy McPike, Stella Pekarsky, Todd Pillion, and Bryce Reeves and Delegates David Bulova, Paul Krizek, David Reid, and Briana Sewell were instrumental as George �鶹��Ƶ budget patrons this session, said Posey, director of state government relations for the university.

Support for Veterans

The FY26 budget includes reoccurring funding for the Virginia Military Survivors and Dependents Education Program. With more than 4,700 students identifying as active-duty service members, veterans, or dependents, George �鶹��Ƶ is a vital resource for Virginia’s largest military-connected community. The university earned the top spot in Virginia and nationally among public universities for its MBA program for veterans from U.S. News & World Report, and was ranked first in Virginia and the Washington, D.C., metropolitan region for its master’s in nursing for veterans. In September 2024, U.S. News & World Report ranked George �鶹��Ƶ as one of the state’s best colleges for veterans, and the university is continually recognized as a Military Friendly institution, earning a silver ranking for 2025-26.

Driving Virginia Business Development

The budget also included $700,000 in dedicated investment to sustain Virginia’s Small Business Development Centers (SBDCs)—a network of 25 centers that has served more than 11,000 clients, providing no-cost counseling and training services to local entrepreneurs across the state. The centers are operated through a cooperative agreement with �鶹��Ƶ Enterprise. SBDCs are a key part of the �鶹��Ƶ Virginia Promise, which provides a pathway to a four-year degree for any Virginian who wants one, or help starting a business.

Faculty and Staff Compensation

State employees employed on or before February 25 will receive a 1.5% one-time bonus under the new budget, to be paid on June 16. Classified staff hired on or before March 10, 2025, who received a performance rating of “contributor” or higher will receive a 3% across-the-board base salary increase. Instructional/research and administrative faculty will receive a 1.5% increase plus possible additional increases based on market, performance, or other considerations. Raises will be effective June 10 for July 1 paychecks for 12-month faculty and classified staff paid semi-monthly, and in September 16 paychecks for 9-month faculty.

With the budget approved, the state government relations team is preparing for George �鶹��Ƶ’s six-year plan with state agencies, coordinating tours and events with state legislators, and looking ahead to this year’s state elections in November.

“We appreciate the commonwealth’s continued support. This historic investment into George �鶹��Ƶ allows us to deliver a high-quality education while providing an excellent value,” said Posey.

The government relations team, led by Vice President for Government and Community Relations Paul Liberty, works throughout the year to develop relationships with national and state leaders, including Congress and the General Assembly.

Liberty, Posey, and Tyler Javonillo, assistant director of state government relations, collaborate with university administrators to prepare for meetings with state leaders. During the session, George �鶹��Ƶ President Gregory Washington briefed the Northern Virginia delegation and met with a variety of legislators to discuss the university’s economic and workforce development impact, leadership in technology and public health, student success outcomes, and other topics.

“We like to showcase every aspect of �鶹��Ƶ—our students’ academic achievements, impactful research, community resources, economic impact and many other points of interest—to legislators,” Posey said, so that they get a full understanding of George �鶹��Ƶ’s impact and reach.

The legislative session is underway in Virginia’s General Assembly. �鶹��Ƶ’s presence continues to make an impact in Richmond, with an increased number of proud �鶹��Ƶ Patriots serving the commonwealth.

�鶹��Ƶ’s General Assembly alumni include Majority Leader Delegate Charniele Herring (D-4), BA Economics ’93; Senators Jeremy McPike (D-29), BA Government and Politics ’97 MPA ’06; Stella Pekarsky (D-36), BA Government and Politics ’00, MEd ’03; Bryce Reeves (R-28), MPA ’99; Saddam Salim (D-37), BS Public Administration ’12, MPH ’15; and Glen Sturtevant (R-12), JD ’06; and Delegates Michael J. Majority Leader Delegate Charniele Herring

Majority Leader Delegate Charniele Herring exemplifies the alumni motto: Once a Patriot, Always a Patriot. She welcomed students at �鶹��Ƶ Lobbies, served as the Winter 2020 Commencement speaker, and hosted ceremonies for President Gregory Washington’s investiture. She also volunteers as a member of the Schar Gender and Policy Advisory Board and University Life Advisory Board.

“George �鶹��Ƶ is unlike other universities,” Herring said. “We pride ourselves on the number of people accepted, not the number excluded. �鶹��Ƶ pride runs throughout Virginia because of the love and dedication of its alumni. The university continues to fulfill its mission of inclusivity and preparing the next generation of leaders, in science, politics, education, and so much more. That’s why I’m proud to call myself a �鶹��Ƶ alumna.”

One of Herring’s priorities this session is expanding broadband internet infrastructure. “Closing the digital divide would expand economic and educational opportunities to disadvantaged communities across Virginia.”

Herring takes pride in being a voice for her constituents. “I am an advocate for women’s rights, voting rights, and looking out for our most vulnerable populations. I’m lucky to be able to have the support of the communities in my district and be an advocate for their interests.”

She urges students to pursue their passion. “If you are passionate about what you do, success will follow. Make a plan, look for and experience opportunities, and do your best to enact change in the world around you.”

Senator Glen Sturtevant

Senator Glen Sturtevant’s journey to Capitol Square was nurtured at �鶹��Ƶ. While pursuing his law degree, he worked to protect citizens by prosecuting crimes in the local Commonwealth Attorney's Office. After his �鶹��Ƶ years, he was elected as a member of the Richmond School Board advocating for students and their families. A commitment to public service is at the core of Sturtevant’s legislative work.

His agenda for this session includes empowering parents in educational decisions, reducing taxes, supporting law enforcement, promoting employment opportunities, and ensuring that veterans receive their benefits.

True to his beginnings, Sturtevant challenges students to lean into service. “Advocate for your community, engage in the civic process, and embrace �鶹��Ƶ’s spirit of innovation.”

Senator Saddam Salim

Senator Saddam Salim is the latest alumnus to join the green and gold contingent in Richmond.

Salim won his Senate seat in the recent 2023 election. His district encompasses the City of Fairfax and �鶹��Ƶ’s Fairfax Campus, Falls Church City, and parts of Fairfax County.

“I’m a proud George �鶹��Ƶ alumnus and honored to serve in the Senate of Virginia. This milestone underscores the exceptional quality of the education I received at �鶹��Ƶ,” said Salim.

His �鶹��Ƶ experience paved the way for his career. He’s a senior consultant providing financial advice to federal clients at 11th Hour Service. He previously worked at PenFed Credit Union, Kearney and Company, and the United States Institute of Peace.

His journey as a first-generation Bangladeshi immigrant adapting to life in America informs his views on issues everyday Virginians encounter. When his family settled in Northern Virginia, they endured unexpected hardships—homelessness, economic hardship, and a health care crisis. However, they overcame those barriers with the assistance of community organizations and government programs.

Salim has a history of advocating for the inclusion of diverse perspectives in the political process. Before his Senate run, Salim was active in local politics, where he was the founding member of the Fairfax County Democratic Committee’s Asian and Pacific Islander and Black Caucuses. His advocacy propelled him into public service.

“People like me were not adequately represented in public office. I felt a responsibility to step forward and be a voice for everyday people facing various challenges,” he said. In the current General Assembly session, he is championing legislation addressing affordable housing, public safety, and the overall well-being of all Virginians.

Similar to Herring, Salim encourages �鶹��Ƶ students to “always pursue your dreams. Take advantage of opportunities in academics, extracurricular activities, or community engagement. By following your dreams and staying committed to your goals, you can make a meaningful impact on your life and the lives of those around you.”

It will be an exciting summer for �鶹��Ƶ PhD student Zhenyi Huang.

As a Commonwealth of Virginia Engineering and Science (COVES) Fellowship winner, he’ll begin to embark on his career path in May as he helps to foster relationships between the engineering and science community, and the Virginia state government.

“I think this will be a very valuable experience for me, and a great opportunity,” said Huang, who is studying statistics.

The 12-week program offers Huang a stipend of around $14,000 and aims to strengthen ties between the scientific community and state government in the Commonwealth of Virginia, while encouraging and equipping more scientists and engineers to be effective advisors for public policy in the state of Virginia.

Huang was inspired by last year’s COVES winner who he shared some things in common with – basketball and being of Chinese descent. As he developed the connection, Huang asked his new friend questions about the fellowship process, which he said helped him with the application.

“I asked him a lot of questions about requirements, what kind of material I should prepare, what the application process is like. I learned a lot from him about all the points I needed to take care of,” said Huang.

With encouragement from his academic advisors, Huang decided to apply.

“I never thought to make the connection between science and engineering and politics. It’s a unique opportunity and will be a strong point on my resume,” he said.

Huang said he was drawn to studying statistics at George �鶹��Ƶ because of the strong faculty and programs offered. His advice to future COVES Fellowship potential applicants is to collect any information online and ask as many questions as possible. It’s a method that helped him tremendously.

“Never be afraid to ask questions!” he said.

The COVES Fellowship is offered through the Virginia Academy of Science, Engineering, and Medicine to graduate students and postdoctorals. Selected participants are placed in legislative, executive agency, or policy offices within a Virginia company or nonprofit.
