He will, he said, “barely be turning 19 when I get my degree” in May.</span></p> <p><span>When he began looking at universities in Virginia, several options were on the table. What ultimately drew him to George 鶹Ƶ was proximity—to Washington, D.C., to opportunity, and to practitioners.&nbsp;</span></p> <p><span>“It seems like all the professors that are former FBI, CIA, DIA—whatever you want, they have it here,” he said. “If I’m going to follow this track, I want to be surrounded by those kinds of people.”</span></p> <p><span>The decision has shaped his academic experience. Wolpert transferred to George 鶹Ƶ as a junior after completing two associate degrees at John Tyler Community College (now Brightpoint Community College) near his hometown of Richmond, Virginia. He entered one of the first cohorts of the International Security and Law Program, a one-of-a-kind degree program that prepares graduates to become leaders in the face of security threats, from weather disasters to cyberattacks to nuclear proliferation and more.&nbsp;</span></p> <p><span>The program’s applied focus, Wolpert said, confirmed that he had chosen the right field—and the right place.</span></p> <p><span>“That was mostly the deciding factor,” he said. “Just the amazing faculty that the Schar School has.”</span></p> <p><span>Within international security, Wolpert’s interests have narrowed toward Russia, Eurasia, and cybersecurity, an emphasis shaped by both language and lived experience. Fluent in German as well as his native English, Wolpert studied abroad in Kazakhstan through the U.S. Department of State’s National Security Language Initiative for Youth, spending a summer immersed in Russian-language study and regional context.</span></p> <p><span>That experience continues to inform his academic work. When he does research regarding Russia, he does it in Russian, which, he said, “is very helpful; it gives me an edge.”</span></p> <p><span>That edge was on display in a recent op-ed he authored and published with the encouragement of Schar School Associate Professor&nbsp;</span><a href="https://schar.gmu.edu/profiles/mcengiz"><span>Mahmut Cengiz</span></a><span>, a renowned terrorism scholar and a research professor at the Schar School’s&nbsp;</span><a href="http://traccc.gmu.edu/"><span>Terrorism, Transnational Crime and Corruption Center</span></a><span>. The assignment asked students to examine a threat to American security; Wolpert focused on Russia and cybersecurity, drawing on coursework, language skills, and personal networks.&nbsp;</span></p> <p><span>The resulting essay,&nbsp;</span><a href="https://moderndiplomacy.eu/2026/01/20/russian-cyberwarfare-doctrine-and-americas-counterstrategy/"><span>”Russian Cyberwarfare Doctrine and America’s Counterstrategy,”</span></a><span> was published in January by </span><em><span>Modern Diplomacy</span></em><span>, an international journal of global policy and academic analysis based in Bulgaria.</span></p> <p><span>"Looking ahead five years,” said Cengiz, “I would not be surprised to see Josef serving as a security analyst or policy advisor focused on European and Eurasian affairs, where his German- and Russian-language skills, intellectual seriousness, and creative discipline will allow him to bridge analysis, strategy, and diplomacy."</span></p> <p><span>As his undergraduate career winds down, Wolpert is weighing graduate school options, with the Schar School’s top-rated&nbsp;</span><a href="https://schar.gmu.edu/programs/masters-programs/international-security-ma"><span>international security program</span></a><span> at the top of his list.&nbsp;</span></p> <p><span>“That’s my dream program,” he said.&nbsp;</span></p> <p><span>When he is not studying and preparing for his future, Wolpert plays cello—and just about every other stringed instrument that crosses his peripatetic path.</span></p> <p><span>“Music has always been a really big part of my life,” he said. “I really excelled at cello, and I’ve played in orchestras. I’ve met [famed cellist] Yo-Yo Ma on several occasions.”</span></p> <p><span>Wolpert’s musical expertise goes beyond the cello.</span></p> <p><span>“I’ve picked up several other instruments,” Wolpert said. “When I went to Kazakhstan, I picked up dombra, basically a two-stringed guitar. I also know how to play balalaika, which is a Russian three-stringed guitar. He also was posted by IOM to Qatar, Bangladesh, Ecuador, and the United States.</figcaption> </figure> <p><span>Eventually, his years abroad led him to graduate study at 鶹Ƶ’s&nbsp;</span><a href="http://schar.gmu.edu/"><span>Schar School of Policy and Government</span></a><span>, where he enrolled in the Peace Operations Program, now a concentration within the Schar School’s top-ranked&nbsp;</span><a href="https://schar.gmu.edu/programs/masters-programs/international-security-ma"><span>Master of International Security</span></a><span> program.&nbsp;</span></p> <p><span>He graduated in 2006. But before that, the Pittsburgh native served as an Army officer in the 1990s, an experience that left him eager to see more of the world postmilitary.</span></p> <p><span>That impulse carried him first to Mexico, where he earned a teaching certification and taught English at a small private school. It was his first extended period living outside the United States and his introduction to education as a form of cultural exchange—an experience that would quietly redirect his professional life.</span></p> <p><span>Japan followed. Through the Japanese government’s Japan Exchange and Teaching program, Flanigan taught in public schools in Nagasaki, working alongside Japanese teachers to design lessons that paired language instruction with cultural context. What began as a one-year commitment became four.&nbsp;</span></p> <p><span>“It wasn’t just about grammar,” he said. “It was about connection.”</span></p> <p><span>The cohort-based experience at the Schar School, he recalled, was rigorous and serious, yet grounded in practical preparation. Photos provided</figcaption> </figure> <p><span>Flanigan credits Schar School faculty and staff with actively guiding students through competitive pathways such as the&nbsp;</span><a href="https://schar.gmu.edu/taxonomy/term/3636"><span>Presidential Management Fellows</span></a><span> (PMF) program, a leadership development program for the U.S. federal government. (The program was terminated last year by the Trump administration.) Selected as a PMF in 2006, Flanigan worked at the Department of Health and Human Services, spent time at the State Department, and ultimately returned to HHS, where his fellowship transitioned into full-time employment.</span></p> <p><span>True to form, he did not stay still for long. Flanigan later returned to Japan, this time for graduate studies in Tokyo, followed by a year of teaching abroad in Bangladesh and a three-year stint in Arizona with AmeriCorps VISTA, before coming back to the East Coast and settling in the Washington, D.C., region.</span></p> <p><span>Today, back in Arlington, Flanigan is once again in the classroom as a substitute teacher, carrying with him a global perspective shaped one lesson—and one country—at a time.&nbsp;</span></p> <p><span>He is also reconnecting with the institution that helped launch his international career as a board member of the&nbsp;</span><a href="https://schar.gmu.edu/alumni-giving/alumni-leadership-and-chapter"><span>Schar School Alumni Chapter</span></a><span>. “It’s a great opportunity because I’ve wanted to get reconnected to George 鶹Ƶ,” he said.</span></p> <p><span>Now, as he balances teaching, public service, and alumni engagement, Flanigan’s career comes into focus as a coherent arc—one defined by learning across cultures and giving back wherever he lands. The borders have changed, but the work remains the same: building connection, one classroom at a time.</span></p> <p><span>“George 鶹Ƶ is the best of both worlds,” he said. “A diverse, affordable university that prepares its students to bridge theory and practice while making a real, lasting difference in the world. Photo by Evan Cantwell/Office of University Branding</figcaption> </figure> <p><span>That unsettling discovery was made by student researchers at the </span><a href="https://tsm.schar.gmu.edu/"><span>Taiwan Security Monitor</span></a><span> (TSM), a student-driven online research initiative housed at the&nbsp;</span><a href="http://schar.gmu.edu/"><span>Schar School of Policy and Government</span></a><span> at 鶹Ƶ.&nbsp;</span></p> <p><span>Directed by founder&nbsp;</span><a href="https://schar.gmu.edu/profiles/mhunzeke"><span>Michael Hunzeker</span></a><span>, a Schar School associate professor and associate director of the </span><a href="https://csps.gmu.edu/"><span>Center for Security Policy Studies</span></a><span>, TSM operates with a staff of 18 undergraduate and graduate students who learn to use sophisticated mapping and analytic tools to research Taiwan’s vulnerabilities and strengths.&nbsp;</span></p> <p><span>Hunzeker said the web platform began in 2021 as “an informal research project to create an open-source intelligence map of the Indo-Pacific.” The first iteration was created with the help of then-graduate student&nbsp;</span><a href="https://globalaffairs.gmu.edu/articles/14388"><span>Sophia Lutz,</span></a><span> BA Global Affairs '20, MA </span><a href="https://schar.gmu.edu/programs/masters-programs/international-security-ma"><span>International Security</span></a><span> '22, and several volunteer undergraduates.</span></p> <p><span>The project “has evolved exponentially in ways&nbsp;I could not have possibly envisioned when I set off down this path," Hunzeker said.</span></p> <p><span>In 2024, TSM relaunched with the help of the newly recruited researchers—including PhD, masters, and undergraduate students working collaboratively—and a higher profile and a social media presence boasting some 25,000 followers on X in just a few months.&nbsp;</span></p> <p>“We have had at least two tweets with over a million views,” Hunzeker said, an indication that the platform is being recognized—and taken seriously.</p> <figure role="group" class="align-left"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/medium/public/2025-10/taiwan-security-monitor-story-photo-1.jpg?itok=NrMG54hp" width="560" height="366" alt="A map of an island with callouts to photographs depicting airfields." loading="lazy"> </div> </div> <figcaption>A recent map created by Schar School students for the Taiwan Security Monitor: The research platform ‘has evolved exponentially in ways&nbsp;I could not have possibly envisioned when I set off down this path,’ said Michael Hunzeker.</figcaption> </figure> <p><span>“We’ve grown from a small team with limited scope to something that compares to think tanks in terms of insight and contributions to discourse on Taiwan,” said Schar School senior Noah Reed, a&nbsp;</span><a href="https://schar.gmu.edu/programs/undergraduate/government-and-international-politics"><span>government and international politics</span></a><span> major.</span></p> <p><span>Reed, who is TSM’s research director, has been with the project since coming to George 鶹Ƶ as a freshman. He was intrigued not only by the research but by the tools that the TSM employs.</span></p> <p><span>TSM uses open-source intelligence (OSINT) to generate data, visualizations, maps, thematic case studies, and other resources for scholars and policy communities. Its updates on arms sales and deliveries, military movements, and maritime and air activity provide accessible information that supports public discourse and informs decision-makers charged with protecting the country from adversaries.</span></p> <p><span>“We also provide tailored data and imagery analysis for private sector companies,” Hunzeker added. “Our work and our researchers have been cited by the </span><em><span>Wall Street Journal, Taiwan Plus, CNA/Focus Taiwan, Le Monde, Newsweek, </span></em><span>and </span><em><span>Taiwan News</span></em><span>.”&nbsp;</span></p> <p><span>“We’ve attracted some attention,” said TSM research team lead Joe O’Connor. As a freshman, the&nbsp;</span><a href="https://schar.gmu.edu/programs/undergraduate/ba-international-security-and-law"><span>international security and law</span></a><span> senior discovered the opportunity to work with Hunzeker on the TSM project through the Schar School’s </span><a href="https://schar.gmu.edu/current-students/academic-advising-student-services/undergraduate-student-services/undergraduate-7"><span>Undergraduate Research Assistant Program</span></a><span> (URAP). Photo by John Boal Photography</figcaption> </figure> <p><span class="normaltextrun">“If we&nbsp;keep our language to purely discussing the bordered nature of politics, we can't really effectively solve those problems,”</span><span class="eop">&nbsp;they said.&nbsp;</span><span class="normaltextrun">“It's incredibly important to remember that when we are&nbsp;having discussions about the entire body of Taiwan, or the entire body of China, or any other country, that there are people in these countries. They have real risks presented to them by things that are not state-based violence, like climate change or gender-based violence, disease, all of those issues—they cross borders.”</span><span class="eop"></span></p> <p><span class="eop">Stolzenfeld’s research&nbsp;</span><span class="normaltextrun">focuses on East Asia, specifically the contested statehood of Taiwan, a longstanding issue that has taken on new importance in recent years.&nbsp;</span></p> <p><span class="normaltextrun">As an undergraduate in the Schar School’s&nbsp;</span><a href="https://schar.gmu.edu/programs/undergraduate/ba-international-security-and-law"><span>international security and law</span></a><span class="normaltextrun"> (ISL) program (Stolzenfeld finished in three years), they worked in the&nbsp;</span><a href="https://schar.gmu.edu/current-students/academic-advising-student-services/undergraduate-student-services/undergraduate-7"><span>Undergraduate Research Assistant Program</span></a><span class="normaltextrun"> (URAP) with renowned immigration expert&nbsp;</span><a href="https://schar.gmu.edu/profiles/jgest"><span>Professor Justin Gest</span></a><span class="normaltextrun"> and&nbsp;</span><a href="https://schar.gmu.edu/profiles/mhunzeke"><span>Associate Professor Michael Hunzeker</span></a><span class="normaltextrun">.&nbsp;</span></p> <p><span class="normaltextrun">Stolzenfeld was one of the first five graduates with a bachelor of arts in international security and law from the Schar School, and they are expanding on the concept of security with their research and understanding of political theory.</span><span class="eop">&nbsp;</span><span>The draw of the ISL program was “the specificity of the major,” Stolzenfeld said, adding that Hunzeker,&nbsp;</span><span class="normaltextrun">director of the&nbsp;</span><a href="https://tsm.schar.gmu.edu/"><span>Taiwan Security Monitor,</span></a><span class="normaltextrun"> successfully championed the program.</span></p> <p><span class="eop">While the 2025 Outstanding Senior in International Security and Law might have graduated into a promising job in their chosen field, Stolzenfeld felt more knowledge and preparation was called for. In fact, the&nbsp;</span><span class="normaltextrun">Honors College and University Scholars alum said the driving force to pursue a master’s degree in international security at the Schar School was the professors. </span><span class="normaltextrun"></span></p> <p><span class="normaltextrun">“All of my professors have been really engaged with helping me formulate ideas and making sure that I'm always heading in the right direction, even if I don't align with their beliefs or how they perceive the world,” Stolzenfeld said.&nbsp;</span></p> <p><span class="normaltextrun">It was one of their Honors College courses, Ruins of the Apocalypse, taught by Assistant Professor Benjamin Renne, that provided further inspiration. The Honors College curriculum supplemented Stolzenfeld’s Schar School classes on international security “and it helped me take the concepts I learned in a more holistic way and apply them to the classes for my major,”</span><span class="eop">&nbsp;they said.</span></p> <p><span class="normaltextrun">“Different forms of media—be it video, video games, photography—can be used to make political statements, and they can be used as forms of representation, advocacy, or resistance if needed,” they said. Things as far flung as “climate fiction and apocalyptic fiction can be used to spur social change.” &nbsp;</span></p> <p><span class="normaltextrun">A few weeks into their graduate program, Stolzenfeld knows what is next to achieve: self-discovery.&nbsp;</span></p> <p><span class="normaltextrun">“I would like to experience more, travel more, read more, and just figure out myself,” they Visits to University of Oxford’s historic colleges brought politics vividly to life, as students experienced the very places where the ideas they studied were first debated and refined. Before departing, students visited the Embassy of Cyprus in Washington, D.C., to meet Ambassador Evangelos Savva. In Cyprus, briefings at the Ministry of Foreign Affairs offered insights into the island’s strategic role in regional diplomacy. A highlight was meeting Carter Wilbur, a George 鶹Ƶ alumnus and acting political-economic chief at the U.S. Embassy in Nicosia, who shared perspectives on U.S. policy and economic interests in Cyprus.</span></p> <p><span>Security institutions and regional preparedness were other key focuses. The class visited facilities underscoring Cyprus’s role in regional security, including the Cyprus Center for Land, Open-Seas, and Port Security (CYCLOPS), a U.S.-Cyprus initiative serving as a regional hub for training in border security, customs enforcement, and cybersecurity.</span></p> <p><span>Students also toured the Cyprus Joint Rescue Coordination Center (JRCC), which coordinates maritime and aerial search and rescue operations. During their visit, the JRCC was actively managing evacuations following U.S. bombings in Iran—a vivid example of Cyprus’s role as a regional humanitarian hub.</span></p> <p><span>The program emphasized peacebuilding efforts on the island. Students visited the United Nations Buffer Zone and met with representatives from the United Nations Peacekeeping Force in Cyprus (UNFICYP). They toured the Home for Cooperation, an NGO fostering dialogue between Greek Cypriot and Turkish Cypriot communities and visited the Committee on Missing Persons (CMP) Anthropological Laboratory, where a bi-communal team works to identify and return remains of individuals missing since the island’s 1974 division.</span></p> <p><span>Beyond field visits, students attended lectures covering topics such as great power politics in the Eastern Mediterranean, Turkish Cypriot politics and economic developments since 1974, regional conflicts and their global implications, climate change and environmental security, energy developments, international law, and the transnational challenges of migration and climate.</span></p> <p><span>“Offering these study-abroad experiences is essential to equipping our students with the knowledge, skills, and global awareness they need to become effective leaders and practitioners in policy and international affairs,” said Malur.</span></p> <p><span>While the week was academically demanding, students also explored Cyprus’s archaeological sites in Kourion and Paphos to experience firsthand the island’s nearly 13,000 years of history. The program concluded with a scenic boat cruise along the coast—a well-deserved moment of reflection.</span></p> <p><span>Students praised the program for its immersive, real-world learning.</span></p> <p><span>“Seeing the JRCC coordinating evacuations in real time during U.S. military actions against Iran underscored the critical importance of human security in conflict zones and drove home the real-life implications of what we are learning in the classroom,” said Sarah Bassil, an ISEC student who was herself evacuated through Cyprus from Lebanon in 2006.</span></p> <p><span>“Our group enjoyed lectures from leading experts, intensely engaging field visits, and great camaraderie among our diverse student group. Cyprus is an intriguing case study,” added John Thacker, another ISEC student.</span></p> <p><span>As geopolitical tensions continue to shape the Eastern Mediterranean, Schar School students return to Photo provided</figcaption> </figure> <p><span>So commented one </span><a href="https://schar.gmu.edu"><span lang="EN-US">Schar School </span><span>of Policy and Government</span></a><span> student who represented Egypt during a Middle East crisis simulation hosted by 鶹Ƶ’s </span><a href="https://csps.gmu.edu/"><span>Center for Security Policy Studies</span></a><span> (CSPS).</span></p> <p><span>One year after the beginning of fighting in Gaza, CSPS trained students to anticipate the next crisis and how countries might respond. This simulation, which took the form of a daylong matrix board game, was part of an annual series held by the Schar School, including a defense and security research forum and a Gettysburg battlefield tour.</span></p> <p><span>“We offer these ‘out of the classroom’ opportunities,” said </span><a href="https://schar.gmu.edu/profiles/elaipson"><span lang="EN-US">Ellen </span><span>Laipson</span></a><span>, director of CSPS and the school’s </span><a href="https://schar.gmu.edu/programs/masters-programs/international-security-ma"><span lang="EN-US">Master of International Securit</span><span>y</span></a><span> program, "because they help students move from conceptual thinking and scholarly writing to actually imagining what it would be like to operate in a crisis decision-making environment.”</span></p> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/media_library/public/2025-02/ellen-laipson-291x291.jpg?itok=Tn9m-ycc" width="220" height="220" alt="A woman with short gray hair wearing a blue checked jacket poses for the camera." loading="lazy"> </div> </div> <figcaption>Ellen Laipson, director of the Schar School’s Center for Security Policy Studies</figcaption> </figure> <p><span>Reflecting on her extensive career, which includes time as vice chair of the National Intelligence Council and on the staff of the National Security Council, Laipson believes that these simulations can help participants better understand what careers suit them.</span></p> <p><span>“Some people are more suited to being the analyst, with deep knowledge of different world regions, or of specific political and military issues,” she said. “Others enjoy the ‘gaming’ of weighing different policy options; those who think more in terms of ‘now what do we do?’”</span></p> <p><span>George 鶹Ƶ alumni Lee Roberts, PhD Political Science ‘22, an adjunct professor and U.S. Army strategic intelligence officer, and Jerad Harper, PhD Political Science ‘20, an associate professor at the U.S. Army War College, led the simulation in which three years had passed since the fighting in Gaza and Lebanon ended in a ceasefire. They painted a picture in which the new leadership of Fatah and Hamas had formed a united front against Israel’s occupation of the West Bank and were demanding a full withdrawal to the 1967 “Green Line.” &nbsp;Students were then divided into eight teams representing the United States, the European Union, Israel, Iran, Lebanon, Jordan, Egypt, and Saudi Arabia, and given packets describing their countries’ respective goals and interests.</span></p> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/media_library/public/2025-02/meredith-hutchens-291x291.png?itok=EQg9EZv6" width="220" height="220" alt="A young woman with long, dark hair wearing a black shirt smiles at the camera." loading="lazy"> </div> </div> <figcaption>Meredith Hutchens, CSPS fellow and international security master’s student, helped facilitate the simulation.</figcaption> </figure> <p>"Designing and facilitating exercises like this gives us an opportunity to merge our experience as practitioners with the curriculum," said Roberts. "Seminar discussion is great, but it can't really recreate the pressure of prioritizing limited resources, options, and time against multiple urgent challenges. We compress that sensation as best we can into the game and the students report that it makes the concepts much more tangible to them."</p> <p><span>During the simulation, each team took turns during which they could take any action incorporating one of the “instruments of national power” identified by the Defense Department’s DIME framework (i.e., diplomatic, informational, military, or economic). They then had to defend the viability of their preferred action. Every other team was given the option of either arguing in favor of or against that action's chances of success. The adjudicator—Roberts or Harper—then used dice to determine whether that team was successful. The relative strength of the arguments for and against the proposed action determined the threshold that the dice roll must reach for the action to be successful.</span></p> <p><span>“It's really great to see how quickly people get into their roles,” said Meredith Hutchens, a CSPS fellow and international security master’s student. “Most people are not timid about stepping into the role, regardless of which country they’ve been assigned.”</span></p> <p><span>As a CSPS fellow, Hutchens volunteered to help facilitate the simulation and was able to observe how her peers navigated the scenario. But these were not abstract horrors: They were living nightmares, unfolding in real time. The images of suffering and devastation seared themselves into his mind, igniting a fire in him to fight back. </span></p> <figure class="quote"><span><span><span>“I couldn’t just stand by,” he recalled. "These crimes destroy lives—thousands, millions. During that time, he saved more than 300 victims of human trafficking. However, he had a larger goal in mind.</span></span></span></span></p> <p><span><span><span><span>“I wanted to create a model to address human trafficking,” he said, reflecting on the lasting impact of his work. And to do that he needed to apply his passion to a different front—academia—</span></span><span> where he could train the next generation of warriors to continue his battle.</span></span></span></p> <p><span><span><span><span>Cengiz continues this work as an associate professor at the </span></span><a href="http://schar.gmu.edu/"><span>Schar School of Policy and Government</span></a><span><span> at 鶹Ƶ, where he not only teaches students how to follow in his footsteps but also leads a number of initiatives devoted to dismantling the systems of evil that perpetuate human suffering.</span></span></span></span></p> <p><span><span><span><span>For Cengiz, “it’s not a job; it’s a mission,” he said.</span></span></span></span></p> <p><span><span><span><span>Cengiz is a graduate of George 鶹Ƶ, having completed his PhD in 2010 at the Schar School before joining the </span></span><a href="https://traccc.gmu.edu/"><span>Terrorism, Transnational Crime, and Corruption Center</span></a><span><span> (TraCCC) in 2015. His current research focuses on the convergence between organized crime and terrorist networks, a growing trend in the international underworld. </span></span></span></span></p> <p><span><span><span><span>“Convergence equals collaboration,” he said, describing how terrorist groups learn from each other to strengthen their operations. For example, he examines how terrorist organizations have adopted money laundering and smuggling techniques from organized crime groups to fund their activities. For Cengiz, understanding this evolving dynamic is critical for developing effective policy solutions.</span></span></span></span></p> <p><span><span><span><span>Cengiz is currently leading TraCCC’s </span></span><a href="https://traccc.gmu.edu/projects/current/global-terrorism-trends-and-analysis-center/#:~:text=The%20Global%20Terrorism%20Trends%20and%20Analysis%20Center%20(GTTAC)%20is%20a,Statistical%20Annex%20for%20the%20Annual"><span>Global Terrorism Trends and Analyses Center</span></a><span><span> (GTTAC), which collects and processes data for the U.S. Department of State. In its seventh year at the Schar School, GTTAC has gathered over 55,000 terrorist incidents, including attacks by Al Qaeda, ISIS, Hamas, Hezbollah, lone wolves, and far-right extremist groups. </span></span></span></span></p> <p><span><span><span><span>Cengiz invites and trains his students—there are 16 this semester—providing them one-of-a-kind, paid opportunities to work at GTTAC. Some 150 newly minted terrorism researchers have worked at GTTAC. That work often leads to publishing research and data-driven articles of opinion and to present their accomplishments at international conferences.</span></span></span></span></p> <p><span><span><span><span>“They are exceptionally well-prepared to become young experts in analyzing terrorism and this critical security issue in the U.S.,” he said. </span></span></span></span></p> <p><span><span><span><span>Cengiz appears frequently in international media outlets to share insights on transnational crime and terrorism. He regularly contributes to influential publications <em>Small Wars Journal</em> and <em>Homeland Security Today</em>, writing op-eds fueled by up-to-the-minute data collected at the GTTAC that raises awareness about the interconnectedness of terrorism, organized crime, and corruption. </span></span></span></span></p> <p><span><span><span><span>He aims to make these complex issues more accessible to a broader audience, emphasizing the need for practicality and simplicity. His seventh book,</span></span>&nbsp;<em><span>Murder by Mail: The Global History of the Letter Bomb</span></em><span><span> coauthored with Mitchel P. Roth, and other recent publications reflect his continued leadership and knowledge in the field.</span></span></span></span></p> <p><span><span><span><span>Cengiz has a strong bond with his students and prioritizes enhancing their academic skills as they engage in analyses of global security issues.</span></span></span></span></p> <p><span><span><span><span>In the classroom, Cengiz combines theory and practice, enabling students to gain from his real-world knowledge and transforming his expertise into impactful lessons. Photo by John Boal Photography.</figcaption> </figure> <p><span>The Stearns Center, which promotes and develops innovation in teaching among the university’s faculty, recognizes Teachers of Distinction as those who have been finalists for Teaching Excellence Awards and are known for their commitment to teaching and teaching-related activities.</span></p> <p><span>As an active practitioner in the field, it’s important to Roberts that the subject of international security—I-SEC—is taught the right way.</span></p> <p><span>“First and foremost, students in the [Schar School’s] I-SEC program are talented, driven, and conscientious future—and in some cases current—practitioners whom it is my privilege to work with,” he said. “I want to do everything I can to help them clear a path into this professional field whether as a government servant or in an adjacent field such as think-tank analysis or security journalism​.”</span></p> <p><span>Roberts, who has been teaching at the Schar School since 2018, is assigned to the Joint Staff from the Defense Intelligence Agency and works in the Pentagon, located not far from the Schar School’s 鶹Ƶ Square Campus. Professor Guadalupe Correa-Cabrera is at center.</figcaption> </figure> <p><span><span><span>Following the coattails of President Biden’s highly publicized visit to Brownsville, Texas, a cadre of graduate students from 鶹Ƶ’s </span><a href="https://schar.gmu.edu/"><span>Schar School of Policy and Government</span></a><span> arrived for a week of academic activity along the U.S.-Mexico border and in Mexico City. </span></span></span></p> <p><span><span><span><a href="https://schar.gmu.edu/news/2024-04/exploring-border-narratives-another-successful-trip-international-relations-policy">Unlike a parallel trip to the same region at the same time by the Schar School’s International Relations Policy Task Force (you can read their story at this page)</a>, “our trip was about the U.S.-Mexico relations during a time of elections,” said Professor </span><a href="https://schar.gmu.edu/profiles/gcorreac"><span>Guadalupe Correa-Cabrera</span></a><span>, a foremost expert on border and immigration policy who accompanied the students.</span></span></span></p> <p><span><span><span>“Border developments are perhaps the most consequential policy issue of this time,” said </span><a href="https://schar.gmu.edu/profiles/mmcelwai"><span>Michal McElwain Malur</span></a><span>, director of external programs at the Schar School, who assembled the itinerary and helped lead the trip to the border for a second year in a row. </span></span></span></p> <p><span><span><span>“Since the inception of its study abroad program, the Schar School has prioritized providing students with opportunities to explore consequential policy problems facing the U.S. today.” </span></span></span></p> <p><span><span><span>“We spent one whole day at the border, specifically at the border wall, and we spoke at length with a local editor about border security,” added Correa-Cabrera. “It was important to see this issue through the eyes of someone who covers it for newspapers for a population that relies on accurate information.”</span></span></span></p> <p><span><span><span>Along the way they met with top industry and government leaders on both sides of the border, with whom they freely discussed the ongoing issues that keep the U.S.–Mexico affiliation at the top of international headlines. </span></span></span></p> <p><span><span><span>“Putting a face to the border was fascinating,” said Davis Kaderli, a </span><a href="https://schar.gmu.edu/programs/masters-programs/public-policy-mpp"><span>Master of Public Policy student</span></a><span> and participant on the trip. “<span>What I actually saw isn’t what the mass media often portrays. It is much more complex than the majority of Americans understand.” </span></span></span></span></p> <p><span><span><span><span>For instance, while in Brownsville, Texas, the students heard harrowing stories of inadequate services provided to Americans in need along the border. In Boca Chica, during a visit to the sprawling SpaceX campus,&nbsp;</span></span></span></span>students met with residents in government partnerships and discussed their views on how SpaceX impacts their community.</p> <p><span><span><span>“The meetings we had gave insight and were candid discussions,” said Chris Williams, a student in the Schar School’s </span><a href="https://schar.gmu.edu/programs/masters-programs/global-commerce-and-policy-ma"><span>Master of Global Commerce program</span></a><span>. Williams added that anybody immersing themselves in a degree with a global perspective should seek out study abroad opportunities. </span></span></span></p> <p><span><span><span>A significant component of the trip was a visit to the political capital of Mexico City and the National Autónomous University of México (UNAM), where students engaged in conversations with decision makers and attended lectures. </span></span></span></p> <p><span><span><span>“Mexico is having elections in June this year,” Correa-Cabrera said. “The U.S. is having them in November. We put these elections in context for the students.”</span></span></span></p> <p><span><span><span><span><span>Upon arriving in Mexico City, </span></span></span><span>the students received a briefing from <span><span>Miguel Siliceo, the senior economic advisor to Mexican President Andrés Manuel López Obrador.</span></span></span></span></span></p> <p><span><span><span>On International Women’s Day, the cohort of students was officially welcomed by the president of the federal senate of the Republic of Mexico, who recognized them from the Senate floor, followed by a meeting with a Mexican senator. The students said they gained insights from Mexican officials and policymakers on mutually shared challenges, as well as new avenues for cooperation and engagement. </span></span></span></p> <p><span><span><span>“We had ridiculous access on this study abroad, from [President López Obrado’s] senior economic advisor to a legislative briefing at the Mexican federal senate by the vice president of the Senate,” said Willaims. </span></span></span></p> <p><span><span><span>Students met with a panel of diplomatic staff at the U.S. Embassy in Mexico and received an interactive briefing on the challenges in the upcoming presidential election. </span></span></span></p> <p><span><span><span>“The five speakers at the embassy was my favorite session,” said Anduela Johnson, a student in the Schar School’s </span><a href="https://schar.gmu.edu/programs/masters-programs/international-security-ma"><span>Master of International Security program</span></a><span>. “It was interesting to hear how they are managing security issues and balancing economic implications.”</span></span></span></p> <p><span><span><span>“They see the relationship with the U.S. and our shared border differently. The entire experience was a true joy,” said Johnson. On topics ranging from security and trade policy to the challenges of the upcoming election with two female candidates, each discussion sparked fascinating discussions and means for collaboration between the sets of students. </span></span></span></p> <p><span><span><span>“My favorite part of this trip <span>was hearing many perspectives,” said Gabe Dole, one of the undergraduates on the trip and a student in the Schar School’s </span></span><a href="https://catalog.gmu.edu/colleges-schools/policy-government/government-international-politics-ba/"><span>Government and International Politics major</span></a><span><span>. “I really valued the range of perspectives we heard.” </span></span></span></span></p> <p><span><span><span>“The Schar School of Policy and Government offered two complimentary study abroad programs to the U.S. Mexico border this spring,” said Malur. “</span><span><span>The fact they were both at the border is a testament&nbsp;to the Schar School being a policy school and offering our students the opportunity to hear and see firsthand policy debates and consequences of policies in action.“</span></span></span></span></p> <p><span><span><em><span>Study abroad opportunities are important to a Schar School education, no matter the level or degree program. <a href="https://schar.gmu.edu/current-students/study-abroad">Trips include programs in Europe, Africa, Asia, the Middle East, and Latin America.
