For a day-and-a-half, after enjoying a traditional communal meal know as a Jeffersonian “Feast of Reason,” the participants engaged in working sessions with scholars and practitioners with the intention of creating a unanimous document.

The event, said Gurung, “was an enriching experience. We had many good discussions and debates, which provided a great way to connect and exchange ideas.”

The junior GVIP major said a highlight was being selected for the seven-member committee tasked with synthesizing the resolutions drafted by various subcommittees in the creation of the new declaration.

“Each subcommittee had students from different schools, so it was interesting to see all the different perspectives and ideas,” she said. “Being part of this process helped me learn how to collaborate and bring everyone’s ideas together.”

Banks, a senior in the GVIP program from Alexandria, Virginia, said Declaration Next was his first visit to the historic campus known as “Grounds,” which served as the backdrop of another first for Banks: an organized protest.

During the lunchbreak he and others stepped outside the campus Rotunda to witness an organized community and student protest against the Trump administration’s controversial “compact” with the university to call off federal investigations.

Observing the protest made an impact: “It was certainly timely as our discussions on democracy were being played out right outside the Rotunda” where they were meeting, he said.

Throughout the day, students discussed “how our democracy was in danger and established priorities to inform the next 250 years of our country’s governance,” Banks said. “One of the greatest takeaways I got from this event is the statement: ‘The highest office in the land isn’t the president of the United States, it’s the citizen of the United States.’”

The concept resonated with him.

“I really love this statement because it emphasizes the value of the people as the core of our democracy,” he said. “As a future leader, I hope to live by this statement—serving the people first and ensuring their voices are heard.

“I already knew our democracy was in jeopardy. But participating in this event opened my eyes to the serious challenges our country faces, including the lack of transparency and self-interest in politics. I hope to make a change and protect our democracy.”

Gurung, originally from Pocatello, Idaho, encouraged students to participate in off-campus events such as Declaration Next “because they provide a platform to develop critical thinking, leadership, and communication skills while also fostering meaningful connections with both faculty and fellow students.

“Programs like the ones from the Karsh Institute of Democracy are a great way to get involved and understand more about democracy and civic engagement,” she said.

Students at Declaration Next created a list of priorities for a new Constitution in the University of Virginia’s Rotunda.

Topics

Topics

Government and International Politics

Schar School BA in Government and International Politics

Schar School of Policy and Government

Schar School Featured Stories

Students

Tue, 18 Nov 2025 16:35:41 +0000 Andrew J Schappert 344406 at Taiwan Security Monitor: Research Project Turns into a Vital Communication Platform for a Threatened Part of the World /news/2025-10/taiwan-security-monitor-research-project-turns-vital-communication-platform-threatened Taiwan Security Monitor: Research Project Turns into a Vital Communication Platform for a Threatened Part of the World Andrew J Schappert Mon, 10/27/2025 - 11:44

Body

Taiwan lacks its own cable repair vessels, meaning damage to underwater cables crucial to the island nation’s international communications and internet connectivity can take six to eight weeks or more to repair. Its updates on arms sales and deliveries, military movements, and maritime and air activity provide accessible information that supports public discourse and informs decision-makers charged with protecting the country from adversaries.

“We also provide tailored data and imagery analysis for private sector companies,” Hunzeker added. “Our work and our researchers have been cited by the Wall Street Journal, Taiwan Plus, CNA/Focus Taiwan, Le Monde, Newsweek, and Taiwan News.”

“We’ve attracted some attention,” said TSM research team lead Joe O’Connor. As a freshman, the international security and law senior discovered the opportunity to work with Hunzeker on the TSM project through the Schar School’s Undergraduate Research Assistant Program (URAP). URAP places students interested in learning research methods with faculty mentors who share the same interests.

Monitoring destroyers as they move through the Taiwan Strait and tracking arms sales backlogs for four to six hours a week has inspired O’Connor to pursue intelligence as a post-graduate career, perhaps, “in the public service, in the Pentagon, auditing, something in the policy-making field,” he said.

Noah Reed: ‘Not only do we learn and teach how to bridge the language barrier while doing research, but also we get hands-on experience with things like satellite imagery, geolocation, data visualization, and more.’

Reed said TSM teaches its researchers a unique set of skills not found elsewhere at George 鶹Ƶ. “Not only do we learn and teach how to bridge the language barrier while doing research, but also we get hands-on experience with things like satellite imagery, geolocation, data visualization, and more,” he said. "That helps in pretty much all your research outside of the project but also gives you experience to do anything, from open-source human rights and arms control verification to supply chain risk I’ve seen a lot of interesting litigation, and the fact that I’m allowed into these closed courtrooms has been an invaluable advantage.”

Finding an internship at a law firm “is really tricky,” she said. “A lot of the time you need certain qualifications, or you need to know someone who knows someone. And they’re normally looking for law students.”

With the encouragement of Assistant Professor Phillip Mink, who directs the Schar School’s Patriot Pre-Law program, Burkard did what she calls “the most old-fashioned version of finding experience you possibly can”: the cold call. She didn’t call just one or two law firms in the Richmond, Virginia, area where she lives but “roughly 30 to 40. I don’t mind endurance.”

Finally, she called Cravens & Noll, a well-established personal injury and family law firm with offices convenient to her home. After an interview, she landed a paid summer internship.

That was last summer, 2024. She returned to the firm during the winter break and again this summer, with plans to return in December during the 2025 winter break.

“Her internship with a superb law firm is a crucial component of her education as it combines hands-on experience with a law practice and the challenging intellectual work she has done as an undergraduate,” said Mink. “With backgrounds in both sectors, she is well-positioned for success in law school and the practice of law. I look forward to following her progress in both.”

She has many strengths, Mink added, “but I will never forget her core philosophy of improving her work, constantly experimenting with new ways to approach a problem.”

Burkard’s internship contributes to her legal studies minor in countless ways. During her time at Craven & Noll, she has assisted attorneys, paralegals, and clients by drafting court communications, estate documents, divorce filings, and even assisting in a memorable wrongful death suit involving a nursing home.

She has sat in on litigation, trials, and hearings and provided real-time assistance to counsel. And she’s travelled to nearly every court in Virginia, speaking with judges, clerks, incarcerated clients, the Commonwealth Attorney, and others.

“I fell in love with even the mundane procedural things that need to be done at law firms, because all of it contributes to a much larger picture,” she said. “Even if it’s just taking a client’s phone call.”

In addition to her studies and internship, Burkard is executive administrator of the campus Alpha Phi chapter, which raises funds for the study of women’s heart health. Among other duties, she writes memos at meetings, something she knows a bit about.

“It’s funny how my job at a law firm goes straight into my sorority stuff,” she said.

While the process of landing an internship required dogged persistence, Burkard knows her efforts paid off. She advises incoming students, her advice is to “go on 鶹Ƶ360 and take advantage of the activities, meetings, speakers, because that’s how I narrowed down what I was most interested in. Conferences give students experience in presenting in front of practitioners from higher education, community organizations, nonprofits, foundations, and small businesses, all dedicated to encouraging student involvement in research.

The impact of these beyond-the-campus relationships ripples outward.

“Being a part of First-Year Dem Lab connected me to Dr. Victor and many other students and faculty,” said Josyula, who the next year joined the IRTF community for deeper engagement. “I owe many of my collegiate experiences to the different things I learned and experienced in Dem Lab.”

Rising sophomore GVIP sophomore Emebet Neale discovered newfound confidence in Dem Lab.

“Dr. Victor has had a major influence on me,” said the Student Government senator. “From the start, she’s created an environment where students feel heard, supported, and encouraged. That kind of mentorship, especially so early in college, is rare.”

Neale emphasized the human connection that makes FY Dem Lab unique, including the Peer Pathways program that links First-Year and Upper-Level Dem Lab students in mentorship relationships. It’s an outreach program that provides academic and personal guidance, highlighted by an advice-laden panel discussion and breakout conversations about goal setting, dealing with stress, and overcoming failures.

“The Peer Pathways event was a wonderful and meaningful experience for me,” Neale said. “It helped create a supportive network of peers and mentors who want to see each other succeed.”

Upperclassmen, Deeper Dives

The Upper-Level Democracy Lab, taught by Associate Professor Lucas Núñez, builds on the freshman LC experience with advanced student-directed research. Students tackle issues such as redistricting, creating their own maps using real data, and presenting their findings with professional polish.

“Students developed their critical thinking and a more nuanced understanding of the interaction between law, ethics, politics, and geographical realities,” said Núñez.

Just as important, the yearlong cohort model builds lasting relationships and trust.

“As a faculty member, this continuity allows me to better get to know students as individuals,” Núñez added.

That deeper connection made all the difference for GVIP major Neelam Gurung.

“The most impactful experience I had in the Upper-Level Dem Lab course was meeting guest speakers, especially during the alumni dinner,” she said. “These conversations helped me reflect on my own goals and gave me a clearer picture of what paths align with my interests and values.”

Rising junior international security and law major Georges Saade, another UL Dem Lab student, highlighted the personal attention. “Professor Núñez is not just a great professor, but a great resource and mentor to have,” he said. “He really cares about all his students and makes everyone feel included.”

More Than Coursework

The common thread running through all these stories is confidence. By developing relationships among participants, students gain a strong sense of purpose and direction, and are positioned for success during their time on campus and after graduation.

“The impact of JPLC is most clearly reflected in our students’ achievements and evolving sense of self-efficacy,” said Holman. “They have discovered a belief in their ability to succeed in law school and beyond.”

Victor agrees. “When I see Dem Lab alumni in my other classes, they are often the most enthusiastic students in the room. They are ready to learn from their peers, contribute constructively, and share the depths of their knowledge.”

McGlinchey puts it simply: “IRTF students provide real-world solutions to real-world challenges and graduate from the learning community ready to apply their newly honed skillsets in diverse policy environments.”

Clearly, these learning community “villages” aren’t just innovations in teaching, they are platforms for transformation. For students, they represent the difference between getting by at a university and thriving within it.

During a two-day visit with justices in Richmond, members of the Jurisprudence Learning Community found themselves literally in the seats of power at the Supreme Court of Virginia.

In This Story

People Mentioned in This Story

Jennifer N. Housed in what was once the clerk’s office, the center holds an extensive archive of documents, from land records to court proceedings, and even a Fairfax Court Slavery Index compiled by a former 鶹Ƶ student.

“We have obituaries and just about every court proceeding you can think of,” Peretik said. “Even crimes that were committed back in the day, just about everything people went through.”

One of her main tasks was analyzing old court cases, which appealed to her higher ed interests, from government to history to law.

“My manager asked me to identify who was the victim in these cases,” she said, explaining how she often had to interpret the documents handwritten in the 1800s on the fly. “I had to go back over each letter, like, ‘Okay, this is how they write an A. This is how they write a T.’”

Beyond deciphering faded vintage calligraphy and researching legal documents, Peretik also contributed to the center’s public exhibits, which are displayed around the historic courthouse and judicial center. She helped create content for a walking tour that takes visitors through key sites, such as the Legato School, one of Virginia’s early schools, now a museum. Students attended the school between the 1870s and 1930 and is now furnished to mimic the look and feel of an 1870s schoolhouse.

“We also have a little stone slab from the Spanish-American War era,” Peretik said. “People believe it marks a grave, but neighbors say it was actually a cat named Clem.”

Peretik’s enthusiasm for learning and history is palpable.

“I am a huge, huge history nerd, for lack of a better word,” she admits. “I watch documentaries for fun.
